In 2024, Spain has begun to apply the “conditionality” or social conditionality of the Common Agricultural Policy (CAP), whereby producers who do not comply with labour standards on their farms will be penalised with a cut in aid.

Social conditionality, a major new feature of the CAP reform, includes labour rights among the requirements for receiving subsidies, in the same way as the environmental, agronomic and animal welfare requirements required until now.

It has been applied since 1 January, but the first penalties in the CAP for this change will become a reality in 2025.
